What is Quorum?

Quorum is the minimum amount of voting participation required for a governance proposal to be valid, regardless of the outcome. It ensures that significant decisions aren't made by tiny minorities during low-participation periods.

Why Quorum Matters

Without quorum requirements, an attacker could pass malicious proposals during off-hours when most token holders aren't paying attention. Quorum ensures meaningful community participation in governance decisions.

Quorum Mechanics

Quorum is typically expressed as:

  • Percentage of total supply: e.g., 4% of all tokens must vote
  • Fixed token amount: e.g., 10 million tokens must participate
  • Percentage of circulating supply: Excludes locked or unvested tokens

Quorum Levels by Protocol

Different protocols set different thresholds:

  • Uniswap: 4% of UNI supply (~40M tokens)
  • Compound: 4% of COMP supply
  • Aave: Variable by proposal type
  • ENS: 1% quorum for standard votes

Quorum Challenges

Apathy Problem: Many token holders don't vote, making quorum hard to reach. Important proposals can stall without sufficient participation. Whale Dependence: Low quorum can mean a few large holders determine outcomes. Gaming Risk: Attackers might try to suppress turnout to prevent quorum.

Adaptive Quorum

Some protocols implement dynamic quorum that adjusts based on vote controversy. Close votes require higher participation than landslides. This prevents contentious decisions from passing with minimal engagement.

Delegation and Quorum

Delegation helps address quorum challenges by concentrating voting responsibility in engaged delegates. Token holders who don't actively vote can delegate to those who do, ensuring their tokens count toward quorum.

Quorum for Different Proposal Types

Protocols often require different quorum levels for different actions. Routine parameter changes might need 1-2% quorum, while major upgrades or treasury disbursements require higher thresholds like 4-10%.
